STEP 1: Reference material
At this stage, it's important to figure out the basic elements of the flame. Most of the flickering can be recreated by morphing a basic NURBS sphere. The flame itself has a hollow globe in the middle and a blue rim along the bottom. Both effects will need to be recreated in the shader.
I'll use Cutter to create the basic shader, and then tweak it in Maya and Slim.
